The reason a Navy SEAL draws the weapon and keeps it close to his body the all the way to when he is aiming it is simple: control. It is much less likely to slip from his grip, be knocked from his hands, and by pulling it all the way to shoulder height before extending it, he allows himself more time to look between the sights as he places the muzzle end on target. This is probably the best way of shooting, short of a cowboy hipshot. Sure, a hipshot is almost never accurate, but man does it look cool.
