One of the most immediate concerns for any disaster, whether natural or through warfare, is the immediate need for shelter. Usually, this would mean a tent or finding a building that hasn't yet been affected by said disaster, which is much easier said than done.

For large numbers of people displaced by say, hurricanes or earthquakes, having a way to provide many hundreds, thousands, or even millions of people with viable shelters is one of the most pressing concerns faced by many of the world's governments.

In times when strife is still expected, being able to erect a permanent structure quickly and cheaply is of the utmost importance for the welfare of the citizens.

For a long time, this has been next to impossible; the only shelter offered has usually been flimsy tents which provide the bare minimum of protection.
