Rust when it mixes with nuts and bolts can be a real pain in the, well, you know.
These three methods, though, make it much easier to gain separation between the two by attacking the rust that is holding them together.
Heat the bolt with a torch to expand the metal and break the rust bonds. When you heat metal it expands, thus breaks the connection between the metal and the corrosion.
People have been known to hold a candle near the head so that the melted wax makes its way down into the threads, but the heat itself will likely work magic.
No torch on hand? Create a dam around the bolt using plumber’s putty or something similar. Fill it with diet Coke and let it sit for 20 minutes, until it seeps down into the threads. Give the bolt a rap with a hammer and it should come out easy peasy.
Couple of notes: This method will not work on very large rusted nuts and bolts unless you have a large enough torch.
Also, make sure you do not use the nut or bolt you heated as the threads on the bolt will likely be damaged by the breaking of the rust corrosion and your yanking on it.

A seized bolt in the middle of winter at midnight when you have to be at work in the morning. Just typing it pisses me off. Lol
WD 40 displaces water. And lubrication.

Liquid Wrench and a blow torch.
WD-40 doesn’t remove rust, it displaced water, hence the WD for water displacement. It will penetrate rust, however and lubricate.
Hmm for some reason I feel the writer has no experience with heavy equipment .. and the like it.. don’t move add a bar to that wrench ..length is leverage…torches are OK if your not with fuel and oil

A little bit of tannerite should loosen that right up. Lol
Trying to torque off nuts is how you break bolts. Torches are easily improvised depending on how much you ingenuity you have.
