When it comes to bugging out many people will tell you the more you have with you the better prepared you will be. Don’t agree with toiletries. You should definitely take them. If you bug out and be caught in a crowd. Think grey man tactics. If you smell bad people will notice. If you don’t take care of yourself you could also get a tooth infection or lesion… toiletries are necessary. Similarly, a good flathead screwdriver and Phillips screwdriver can be immensely useful tools and weapons. Even a hammer, bolt cutters, or pry bar has a good place depending on anticipated environment.

The article did say keep the bar soap and tooth brush, I think it was inferring the “comfort” toiletries, ie mouthwash, shampoo, conditioner, deodorant, etc

Again. Think grey man. What happens if you end up among people? Not having on deodorant could be enough to give you away or at least make someone notice you more.
