Life in a SHTF situation will be difficult enough without having to worry about staving off heat stroke and dehydration. These illnesses are crippling and incredibly dangerous in today's modern society, so imagine how bad they can be when you have no power and no way of getting ahold of any form of emergency services.
No matter how badly you need to gather supplies or survey your property, if it's agonizingly hot outside, it's definitely bested if you just stay inactive and wait for the temperatures to drop. Better to wait a few hours than to become ill when you don't need to.
