Turns out, they really did not have anything specific in mind.
In a rare moment of self-awareness, however, after Katrina, FEMA realize it was woefully prepared for any type of massive disaster – even a short-term survival crisis!
What they were silently acknowledging is that for all but the helpless, if you could help yourself before a survival event or in its aftermath, you should be prepared to do so.
